Pakistan has completed the ratification processes for the Mecca Joint Defense Agreement, Foreign Office spokesperson Sajjad Haider Khan told a news conference.

The defence agreement reflects Pakistan, Türkiye, and Saudi Arabia’s shared commitment to strengthening collective defense and cooperation for regional security and stability, he said on Fiday, according to a transcript

"Matters related to the agreement, its ratification, and operationalization remain under discussion by the three parties including in the Strategic Political and Defense Committee whose recent meeting was held on 5 October," said Khan, adding that each country follows its own constitutional and legal procedures for the approval and ratification of international agreements.

Saudi Arabia has also completed its ratification processes, he said.

Islamabad "remains fully committed to the letter and spirit of the agreement, which is defensive in nature, consistent with the UN Charter, and aimed at promoting regional peace, security and stability," Khan added.

On August 7, Turkish President Recep Tayyip Erdogan, Pakistani Prime Minister Shehbaz Sharif, and Saudi Crown Prince and Prime Minister Mohammed bin Salman signed the agreement in Mecca.

The agreement reflects Türkiye, Pakistan, and Saudi Arabia's commitments to developing regional solutions to regional problems and their shared strategic vision focused on regional security and stability.

It aims to strengthen the three countries' security through collective deterrence and defence.

Türkiye seeks parliament approval

Pakistan and Saudi Arabia have already completed their ratification processes, while Türkiye is undertaking the requisite procedures "in accordance with its domestic legal framework," he said.

Türkiye submitted the three-article bill to parliament on Wednesday seeking the pact’s approval.

The agreement is expected to deepen Türkiye's bilateral defence and security relations with Pakistan and Saudi Arabia while supporting an inclusive regional security mechanism.

The bill will be considered by parliament's Foreign Affairs Committee, which has been designated as the lead committee.

If approved by the committee, it will be placed on the agenda of parliament's General Assembly.

Regional security backdrop

The Mecca agreement comes at a time of heightened tensions in the region following the outbreak of the US-Israeli war on Iran on February 28.

There is no active or finalised peace agreement between the US and Iran.

Although an initial 60-day memorandum of understanding establishing a temporary truce was signed in June 2026, the talks have largely broken down, and both nations are currently engaged in stalled, indirect negotiations through Pakistan and other mediators.

The conflict has also expanded beyond Iran's borders, with Houthi militia stepping up attacks on Saudi shipping in the Red Sea and other infrastructure.

The deteriorating security environment has accelerated defence cooperation among regional partners.
