Eastern Ghouta is one the de-escalation zones in Syria, agreed to in the Astana deal signed by Russia, Turkey and Iran. Turkey is one of three guarantors in the agreement to create those de-escalation zones in Syria. Another area targeted for a cessation of hostilities is Idlib.
