Hamas has said it was ready to implement the Gaza roadmap agreed with the Board of Peace, accusing the Israeli government of obstructing both the plan and the ceasefire in the Palestinian enclave.
Hamas spokesperson Hazem Qassem said in a statement on Thursday that the resistance group was “fully ready to implement the roadmap agreed with the Board of Peace concerning the peace plan in the Gaza Strip,” adding that it had taken all necessary steps to do so.
Qassem held the Israeli government responsible for the complete obstruction of the ceasefire agreement and its associated roadmap. He accused Israel of refusing to meet its commitments while escalating attacks on Palestinians in Gaza.
Qassem called on all parties, particularly the US administration and the board, to “facilitate the entry of the technocratic committee into the Gaza Strip so it can carry out its duties toward the people of Gaza.”
He also urged the deployment of international forces under the ceasefire agreement and its roadmap.
The Board of Peace announced a 15-point roadmap in July that provides for the disarmament of Hamas and other Palestinian factions, the transfer of Gaza’s administration to a Palestinian national committee and a phased Israeli withdrawal.
Israeli Prime Minister Benjamin Netanyahu rejected the roadmap in August, insisting on complete disarmament before any Israeli withdrawal. Hamas subsequently called for international pressure on Israel to implement the agreed plan.
Briefing the UN Security Council on Aug. 26, Mladenov said Hamas and other armed factions had agreed for the first time to hand over their weapons and transfer civilian and security authority to a Palestinian transitional administration. He described disarmament and Israeli withdrawal as linked steps whose progress would be verified.
Under the roadmap, disarmament would be administered by Palestinians, with weapons transferred to the Palestinian administration rather than Israel. The National Committee for the Administration of Gaza, formed in January under Ali Shaath, is intended to manage services and other responsibilities during the transition.
The UN Security Council adopted Resolution 2803 in November 2025, endorsing a US-backed framework for Gaza’s transitional administration and authorising a temporary international stabilisation force.
