Türkiye’s Parliament has begun debating the National Solidarity Bill, a key legislative component of the government’s Terror-Free Türkiye initiative aimed at ending the country’s decades-long terrorism problem.
The bill establishes procedures for suspending investigations, prosecutions, convictions and related legal proceedings once authorities determine that the terrorist organisation PKK/KCK and affiliated groups have ended their activities and surrendered their weapons.
Lawmakers stress justice and national unity
Speaking during the General Assembly debate on Monday, Felicity Party leader Mahmut Arikan said lawmakers were considering legislation that would shape both Türkiye’s past and its future.
Arikan said significant efforts had been made to resolve the country’s terrorism problem and noted that his party had openly expressed its expectations throughout the Terror-Free Türkiye process.
He stressed that a lasting solution would require strengthening justice, the rule of law, social cohesion and national solidarity.
New Path Party Group Chairman Mehmet Emin Ekmen credited President Recep Tayyip Erdogan with playing a clear and constructive role in managing the process and bringing it to its current stage.
He also thanked Nationalist Movement Party (MHP) leader Devlet Bahceli for his position during the initiative.
Bill sets out legal path after disarmament
The legislation covers offences including membership in, aiding or promoting the organisation, as well as crimes committed as part of its activities and terrorism-financing offences carried out in its favour.
Its provisions would take effect after competent authorities determine that the PKK/KCK terrorist organisation and affiliated groups have ceased their activities and surrendered their weapons.
The parliamentary debate marks a significant legislative step in the broader Terror-Free Türkiye process, with lawmakers now weighing how the proposed legal framework can support a lasting end to terrorism while addressing concerns over justice, accountability and social cohesion.
